The Decentralist Papers · Paper XIX of XX
Continental Union
The Western Hemisphere United - By Choice, Not Force
National security requires strategic depth. The United States is flanked by two oceans, but our borders remain vulnerabilities. Not because of the people - because of the cartels, the foreign influence, and the ungoverned spaces. Russia and China have spent decades building footholds in this hemisphere. That should end.
The proposal: Invite the nations of the Western Hemisphere to join the Union, by referendum, as states. Not conquest. An offer, made under the Monroe Doctrine, that each country accepts or declines.
Mexico (132M):
The cartels are not a law enforcement problem. They’re a national security threat operating a narco-state within our neighbor. 100,000+ Americans dead annually from fentanyl.
As states, Mexico gets:
- The full Union military against the cartels, as a security problem rather than a policing one
- National dividend for 132 million citizens
- 17.76% tariff protection for Mexican industry
- Robot economy participation
- End of the border problem (it becomes internal)
Mexico’s people are not the problem. The cartels that govern parts of their country are.
Venezuela (29M):
The world’s largest proven oil reserves. Once Latin America’s richest country, destroyed by two decades of socialist mismanagement that sent its oil to Russia and China while its people left.
As states, Venezuela gets:
- Competent management of their resources
- $400B+ GDP restored (from current $83B)
- National dividend for 29 million citizens
- Infrastructure rebuilt
- Cartel networks eliminated
Venezuela’s oil funds the Union’s dividend instead of Moscow’s.
Colombia (53M):
Major economy crippled by cartels and corruption. Strategic position between Central and South America.
As states, Colombia gets:
- Full military against cartels
- $800B+ GDP potential (from current $438B)
- National dividend for 53 million citizens
- Rule of law and property rights
- Integration with Continental economy
Central America (53M):
Guatemala (19M), Honduras (11M), El Salvador (6M), Nicaragua (7M), Costa Rica (5M), Panama (5M), Belize (0.4M).
The current chaos - gangs, cartels, corruption, caravans - ends when the whole region has:
- Unified law enforcement
- Real economic opportunity
- National dividend
- Panama Canal fully secured
- No more failed states creating refugees
Canada (40M):
The Arctic is the next strategic frontier. Russia and China are positioning for control of the Northwest Passage.
Canada gets:
- Actual defense capability
- Lower taxes (Decentralist system)
- National dividend
- Keep their culture and their institutions
Greenland (57K):
Massive strategic value. Rare earth minerals. Arctic positioning.
Greenland gets:
- Infrastructure investment
- Dividend shares for every citizen
- Protection and development

| Continental Union | ~1B | $100T+ |
Per capita GDP: about $100,000, against roughly $30,000 for the hemisphere today. The gap is what mismanagement, cartels, and fragmentation currently cost.
What this creates:
- Arctic to Tierra del Fuego under one flag
- Atlantic to Pacific, both coasts
- World’s largest oil reserves (Venezuela + US + Brazil + Ecuador)
- Panama Canal secured
- Atacama Desert — cleanest air on earth for semiconductor fabs
- Spruce Pine quartz + Greenland rare earths + Chilean lithium + Brazilian minerals — full tech supply chain
- 1 billion people in the Decentralist system
- $100 trillion economy
- 33,333 representatives at 30,000:1
- Two languages: English and Spanish
- No outside power can match the bloc’s resources or reach
- No dependency on foreign energy, minerals, manufacturing, or food
The National Dividend at scale:
- 10% of $100T GDP = $10T surplus
- $10T ÷ 1B citizens = $10,000 per person per year
- Family of 5 = $50,000/year just for being citizens
Spending drives growth, growth increases the surplus, the surplus increases the dividend. The flywheel is the subject of the companion paper on Toroidal Economics.
The approach:
Diplomacy. Referendum. Choice.
Each territory votes on admission. If they want in, they’re in. Full representation. Full benefits. Keep their language, culture, regional character.
This is not the British Empire. No one is forced. The offer is a system, and each nation chooses.
States, not colonies:
Mexico might become 5-6 states. Canada might become 4-5. Greenland is one. Each with a State CEO. Each with proportional representation. Each with full participation in the robot economy and national dividend.
The alternative:
- Mexico collapses further into cartel control
- China buys Greenland’s minerals
- Russia controls the Arctic
- Canada can’t defend itself
- The US remains strategically vulnerable
Continental Union isn’t imperialism. It’s security. It’s prosperity. It’s an offer, not an invasion.
The Founders expanded from 13 colonies to 50 states. Louisiana Purchase. Alaska. Hawaii. This is the same vision, continued.
From sea to shining sea. From Arctic to tropics. One continental republic.
The External Border:
Once the full Continental Union forms — Greenland to Tierra del Fuego — there are no land borders with hostile nations. The external borders are the Atlantic Ocean, the Pacific Ocean, the Arctic Ocean, and the Drake Passage.
Every internal border (former US-Mexico, US-Canada, Colombia-Venezuela, all of them) becomes like state lines. Drive across freely. Work anywhere. Live anywhere.
The external borders are oceans, defended by the largest navy on earth. The hemisphere is defensible by geography alone.
The Strait of Magellan and the Panama Canal: both chokepoints inside the Union.
This is not isolation. This is security through geography and unity. One billion people, two oceans, every resource, no dependency.
